Russia · TSPU filtering

A VPN that works in Russia

Roskomnadzor's TSPU equipment sits inside Russian ISPs and blocks or slows OpenVPN, WireGuard® and IKEv2. PremierVPN's apps carry VLESS with REALITY, xHTTP and CDN, built to look like ordinary HTTPS so your connection blends in with normal web traffic.

The problem

Why most VPNs struggle in Russia

Russia's "sovereign internet" rules put TSPU deep packet inspection equipment inside the networks of Russian ISPs, run under Roskomnadzor. It doesn't need to read your traffic. It recognises the shape of VPN protocols and blocks or slows them.

OpenVPN

Blocked

Its handshake is easy to recognise, so TSPU cuts the connection, usually straight away.

WireGuard®

Throttled

Fast and secure, but its fixed packet sizes and headers are simple to spot. Throttled or blocked on many networks.

IKEv2 / IPsec

Blocked

Uses its own protocol numbers and ports, so it can be filtered without looking at anything else.

VLESS in our apps

Gets through

REALITY, xHTTP and CDN all travel as ordinary HTTPS on port 443, like a visit to any website.

Which to use

REALITY first, then xHTTP, then CDN

Filtering differs from one ISP and region to the next, so the apps carry three ways to connect. Work down the list until one holds.

  1. REALITY

Start here. Your device makes a genuine TLS 1.3 connection that borrows a real, well-known site's certificate, with Chrome's fingerprint. Anyone watching sees a normal visit to that site. It's the fastest option.

  2. xHTTP

If REALITY connects but keeps dropping, or is slow. xHTTP shapes your traffic like everyday web requests, which helps on networks that cut long connections, and it resists active probing.

  3. CDN

If you can't reach our servers at all, their addresses are probably blocked on your network. CDN goes through a content delivery network instead, so blocking our server addresses doesn't stop it. A little slower.

On iPhone and iPad, Auto mode tries WireGuard, AmneziaWG, REALITY, xHTTP, CDN and Stealth relay in turn, keeps the first that works and remembers it for each Wi-Fi network. On Windows, Bypass on Auto tries AmneziaWG, then Cloak, then VLESS.

Servers

Close by in Europe, for speed

The nearer the server, the faster the connection. From most of Russia, our servers in Finland and Germany are the closest and usually the quickest.

When you want a particular country's services, connect there instead: the UK for BBC iPlayer, the US for American streaming and sites. We have 25+ locations, and bandwidth is unlimited on all of them.

Picking a server

Where to connect from Russia

Finland
Our nearest location to St Petersburg and Moscow. A good first choice for everyday use.
Germany
Also close by, and a good second choice if Finland is busy or slow on your network.
UK, US
For services from those countries, such as BBC iPlayer.

Tested on Rostelecom, MTS, Beeline, MegaFon and Tele2. If a server stops connecting on your network, try another protocol before another country.

Blocked or slowed in Russia

Reach the internet as it is elsewhere

Social media

Instagram, Facebook and X, which have been blocked in Russia since 2022.

Independent news

BBC Russian, Deutsche Welle, Meduza and other outlets that Roskomnadzor has blocked.

Messaging and calls

Signal, Discord and other apps that have been blocked or restricted on Russian networks.

Video

YouTube at normal speed, without the slowdowns many Russian networks apply to it.

Your streaming accounts

Netflix, Disney+ or BBC iPlayer through a server in the country whose service you use. Bandwidth is unlimited.

Privacy from your ISP

Your ISP sees an encrypted connection, not the sites you visit. We keep no activity logs at our end either.

Why PremierVPN

An independent VPN built for filtered networks

UK-based and independent

A UK company, outside Russian jurisdiction. Not part of a VPN conglomerate, funded by subscriptions, and we run our own servers.

No activity logs

We don't log what you do online or the sites you visit. No ads, and we don't sell data.

Our no-log policy →

More than one way through

If VLESS is blocked, every plan also includes six HTTPS and DNS tunnels and StormDNS, which we've tested in Russia.

See them all →

Pay with crypto

Bitcoin and Lightning through BTCPay, other coins through Cryptomus. Card and PayPal are accepted too.

Getting started

Connected in three steps

  1. Subscribe

Any plan includes VLESS. Code ANNUAL50 takes 50% off your first year. Pay by card, PayPal or crypto.

  2. Install the app

On your phone, laptop and anything else you use. Sign in with your PremierVPN account.

  3. Connect with REALITY

Pick a VLESS server in Finland or Germany. If it won't hold, switch to xHTTP, then CDN. On iPhone and iPad, Auto mode does the choosing.

Set up a backup while you can. In the client area, you can also set up our tunnel servers and activate StormDNS. If filtering tightens on your network, they're ready to use without downloading anything new.

FAQ

Using a VPN in Russia

Does PremierVPN work in Russia?
Yes. Our apps include VLESS with REALITY, xHTTP and CDN, which travel as ordinary HTTPS on port 443 and get past TSPU filtering where OpenVPN, WireGuard and IKEv2 are blocked or slowed. We have tested it on Rostelecom, MTS, Beeline, MegaFon and Tele2.
Is it legal to use a VPN in Russia?
Russia's 2017 VPN law is aimed at VPN providers, requiring them to block sites on the government's list. It does not make it a crime for individuals to use a VPN. Rules and enforcement can change, so check the current position. We can't give legal advice.
Which protocol should I use in Russia?
Start with VLESS REALITY. If it connects but keeps dropping or is slow, switch to xHTTP. If you can't reach our servers at all, the server addresses are probably blocked on your network, so use CDN. On iPhone and iPad, Auto mode works through these for you.
Why do OpenVPN, WireGuard and IKEv2 stop working?
TSPU equipment inside Russian ISPs recognises them by their handshakes, packet patterns and ports, then blocks or throttles them. It doesn't need to read your traffic to do this. VLESS avoids it by looking like a normal visit to a website.
Which server should I use from Russia?
Germany and Finland are close to Russia and usually give the best speeds. Use our UK or US servers when you want services from those countries, such as BBC iPlayer.
Does it work on every Russian ISP?
We have tested it on Rostelecom, MTS, Beeline, MegaFon and Tele2. Filtering differs between ISPs and regions and changes over time, which is why the apps carry three VLESS options. If one stops working on your network, switch to the next.
Can my ISP see that I am using a VPN?
Your ISP sees an encrypted HTTPS connection on port 443. REALITY borrows the certificate of a real, well-known website and uses the same TLS fingerprint as Chrome, so the connection is built to look like an ordinary visit to that site. No method can promise it will never be identified, but it is very hard to block without breaking normal websites.
Will it slow down my internet?
A little, as with any VPN. REALITY and xHTTP add little overhead, and a nearby server in Germany or Finland keeps things quick. CDN is a little slower because your traffic takes an extra hop. Bandwidth is unlimited on every plan.
Can I pay with cryptocurrency?
Yes. We accept Bitcoin and Lightning through BTCPay, and other coins through Cryptomus, as well as card and PayPal. Prices are shown in US dollars.
