VLESS on Iranian mobile data (IR-MCI, Irancell): CDN with ECH

Updated 13 Oct 2026 6 min read

In October 2026, many VLESS connections stopped working on Iranian mobile data, especially on IR-MCI (Hamrah Aval) and Irancell. The app says it's connected, but nothing loads, and v2rayNG's Real Delay test shows -1. Home internet and Wi-Fi (Mokhaberat and others) are mostly still fine.

Our CDN servers still work on these networks with two changes. This guide shows the quick way (links we've already set up for you) and how to make the change by hand.

Last checked: October 2026. Filtering in Iran changes often. If this stops working, see Questions below or contact support.

Why it happens

Our CDN links reach our servers through Cloudflare. On these mobile networks, two things are blocked:

  • The address. Our CDN server names point to Cloudflare addresses the operators block. Some Cloudflare addresses are still allowed, and Cloudflare will deliver your connection to our server whichever of its addresses you use.
  • The server name. Normally the network can read the server name (for example cdn-at1.corelogicit.net) at the start of the connection. ECH (Encrypted Client Hello) hides it, so the network only sees cloudflare-ech.com.

What you need

  • An active PremierVPN VPN plan
  • v2rayNG on Android, updated to the latest version. Older versions don't have the ECH setting.
  • One of our CDN servers. These have CDN in their name, for example Austria - Vienna CDN. This doesn't apply to our other VLESS servers, which connect directly.

The quick way: use the "CDN Iran" links

We've made a ready-made version of every CDN link with both changes already in it. Their names end in CDN Iran.

If you use our subscription link in v2rayNG:

  1. Open v2rayNG's menu and update your subscription.
  2. New entries appear whose names end in CDN Iran, one for each CDN server.
  3. Select one and connect.

Or copy a single link:

  1. Sign in to the client area and open the Anti-censorship page.
  2. Under CDN links, open In Iran on mobile data (IR-MCI, Irancell).
  3. Copy a link, then in v2rayNG tap + and Import from clipboard.

After importing, check one setting. Tap the edit (pencil) icon on the entry and scroll to echConfigList. It should say cloudflare-ech.com+udp://1.1.1.1. If it's empty, your version of v2rayNG didn't read it from the link: type it in and save.

Making the change by hand

To change a CDN entry you already have instead:

  1. In v2rayNG, tap the edit (pencil) icon on one of our CDN entries.
  2. In address, replace the server name with 188.114.97.6.
  3. Leave port, id, ws host, ws path and SNI exactly as they are. The ws host and SNI must still be our CDN server name (for example cdn-at1.corelogicit.net).
  4. Scroll down to echConfigList and enter cloudflare-ech.com+udp://1.1.1.1.
  5. Leave Fingerprint empty.
  6. Tap the tick to save, then reconnect.

If it stops working: try another address

Iranian providers allow only a few Cloudflare addresses, and which ones can differ between providers and change over time. If the CDN Iran link stops working, or doesn't work on your provider, edit the entry and put one of these in address instead. Change nothing else.

Address

188.114.97.1
188.114.97.2
188.114.97.3
188.114.97.4
188.114.97.5
188.114.97.7
188.114.97.8

To find the one that works best for you, try them one at a time: change the address, save, then run v2rayNG's Real Delay test (or just connect). Keep the first one that shows a delay instead of -1. These are the addresses that work on most Iranian providers at the moment, but none is guaranteed on every network.

If it still times out: try another echConfigList value

The echConfigList value tells v2rayNG which DNS server to ask for Cloudflare's ECH key. On some networks 1.1.1.1 is blocked, so the key can't be fetched and the connection times out. Any of these does the same job through a different DNS server. Try them one at a time, the same way as the addresses above.

If it still won't connect: turn Fragment off

v2rayNG's Fragment option interferes with ECH.

  1. Open v2rayNG's Settings.
  2. Open Fragment Settings and switch Enable Fragment off.
  3. Reconnect.

Questions

Do I need this on Wi-Fi or home internet?

Usually not. The normal CDN links and our other VLESS servers mostly still work on home connections. Use the CDN Iran links when you're on IR-MCI or Irancell mobile data, or on any network where the normal CDN links connect but nothing loads.

The app says connected, but nothing loads. Is my subscription working?

Yes. The connection test in v2rayNG only checks that our server can be reached. On these networks the traffic is then blocked, which is why Real Delay shows -1. Switching to a CDN Iran link fixes that.

Can I use this with our other (non-CDN) VLESS servers?

No. Only servers with CDN in their name go through Cloudflare. Our other servers connect straight to their own address, so a Cloudflare address won't reach them.

188.114.97.6 stopped working. Is there another address?

Yes. See the list of addresses above and try them one at a time. We also keep the CDN Iran links up to date, so updating your subscription in v2rayNG, or copying the link again from the Anti-censorship page, gives you the address that's working best now. If none work, contact support and tell us your provider.

Where do these addresses come from?

They're Cloudflare's own addresses. Every Cloudflare address can deliver your connection to our CDN servers, but Iranian providers block most of them. The ones listed are those that currently get through on most providers. Which ones work can depend on your provider and your area, which is why it's worth trying a few.

It connects, then times out.

Try another echConfigList value: the DNS server in the current one may be blocked on your network. If that doesn't help, try another address, and make sure Fragment is off.

Is ECH safe? Does it change my encryption?

ECH only adds protection. Your connection is encrypted as before, and ECH also hides which server you're connecting to from your network.

I don't see the echConfigList field.

Your v2rayNG is too old. Update it to the latest version from its official GitHub page or Google Play, then try again.

Does this work on iPhone or Windows?

It works in any app built on a recent Xray core that has an ECH (echConfigList) setting. This guide covers v2rayNG on Android because that's where we've tested it. On other apps, use the same values from the table above.

None of this works on my network. What else can I try?

Try our XHTTP servers, or StormDNS, which hides your traffic inside DNS lookups and is built for the most restrictive networks. Both are included in your plan. If you're still stuck, contact support and tell us your mobile operator and which servers you tried.
